Empirical standard deviation of the parent normal distribution

Hi,

I wish to generate random numbers using truncnorm. While specifiying the mean and standard deviation for the distribution from which I wanted to generate, I want to confirm whether they refer to the parameters of its parent normal distribution ( do we have to specify the empirical parameters), or really those of the truncated normal?
