Allow for list of ranks as "old rank" in rank up definitions

Currently you can only allow 1 rank at a time in rank inside rankups.yml, but say you have multiple ranks that are the same permission set with different metadata, you have to define a new block for each one. Allowing any rank from a list of ranks to be the initial rank will make the config more concise.
