fix[okta-angular]: Use latest version of okta-auth-js

The latest version of okta-auth-js resolves issues with Internet Explorer and legacy Edge. Using the okta-angular package currently does not work in Internet Explorer or Edge

Get an error when using PKCE with Internet Explorer and Edge due to using an older version of the okta-auth-js library
