Enable reviewers to update comments in existing reviews (without updating the entire submission)

We have had a couple of mistakes in reviews, and reviewers were asked to use the update function to change their reviews.

A good amount of updates only refers to the final comment box. Often reviewers did not add any comments. In other cases submitters and reviewers forgot to copy/paste comments from the survey questions into the final comment box. In order to add their comments reviewers would need to update the entire review (i.e. resubmit).

An easier solution for them would be to update comment boxes only.

Proposed solution:

Reviewers shall create a spreadsheet documenting the country, their data category, comments they want to add, as well as any other changes. Mor or the reviewers will add these changes

I suggest we expose the /submission/<submission_id> endpoint for the currently accepted entry page, just for reviewers. So reviewers would be able to amend an already-published entry more easily.
