Local time for submission

As a submitter of census data I want to my submission time in my local time zone. I made a submission at 10:03pm in Brisbane, Australia which appears as "last modified" 12:03pm (UK time?).

Hi @Stephen-Gates just want to let you know that while this is a very good feature, it is non-trivial to implement with the current codebase. I'm adding this to the backlog for consideration in the future.

+1 for this idea. If it's non-trivial to implement, at least we need to explicitly state the time zone that's used to describe the date and time. Currently, it's difficult to know which time zone the census uses.
