API to register open data portals

As suggested by @Starl3n, offer an API for the CKAN installation process to register a new portal in DataPortals.org. If we published a standard for that then other portal software providers could add the same feature and an international register would then grow organically and accurately over time with little maintenance.

@Stephen-Gates @jgkim it is a lovely idea but not simple to do given how we are doing stuff. I'm therefore adding this to the "Blue Sky" milestone.

Maybe the API should just get the data received and create a pull request using the Github API, so that it can be reviewed by someone.

There is of course the risk with one such API, if we're not going to use authentication, that spammers are going to abuse it.

Also, some CKAN instances might be for internal use or development, so the registration request to dataportals.org should of course be optional.
