Add São José do Rio Preto - SP Spider

Hi. According to the CITIES.md there is no spider, issue or PR for São José do Rio Preto - SP.

The Official Gazette could be found here: https://www.riopreto.sp.gov.br/DiarioOficial/Diario.action. Their first data is from May/2006 and they always use PDFs.

Thanks for your contribution, @farias-eduv! Could you please update CITIES.md for São José do Rio Preto - SP and also this branch with the latest changes in the main branch? I'd be happy to review right after this is done.
