Add text field input for notes per FOI request

When you do a lot of requests, you may want to keep some comments (e.g. drafts for answers, links to other resources or requests that should stay private) per your request.

Of course, you can do so somewhere else (or locally on your disk) but this is inconvenient.

So it would be great to have the ability (maybe just at the top, next to "Vermittlung" etc.) to write and save some notes/memos on a "virtual notepad" – that only you as the FOI requester can see.
