Investigate Electron Forge for building desktop app

Problem

We haven't figured out yet how we're going to be shipping this except "Electron" or Electrino (#263).

Solution

Electron Forge is "opinionated Electron", which supposedly makes it easy to build and ship Electron apps for Mac, Win, and Linux.
