[Mobile] Bug: two taps needed to open modal for proposals

Problem

On iOS, I had to tap these links twice to bring up the proposal modals:

Interestingly, if you tap the first link once, and then the second link, the second modal comes up immediately. In other words, it doesn't matter which of these links you tap in what order, to bring up the modal requires two taps.

Solution

Find bug & fix!

Note: it was working briefly with the latest changes, I thought maybe it was fixed, but when I went to another page and came back again to the group settings I had to do double-tap again. Also it doesn't matter where the second tap happens, it can be on any link, even to bring up the navigation menu (and the modal then appears instead).
