Update wiki for Setup development environment

Hi,

I notice that the current wiki for How to setup plugin development environment is outdated as the current project is running on Devcontainers. I finished setting up the project on my local and wrote an updated instruction here. You can take this file to update the current wiki page.

I think it would be helpful for others to read the most recent instruction that works.
