[Request] Bulk prepare no splits

Users should be able to bulk prepare sheets per volume that don't need to be split. That'd help for larger volumes like New Orleans with 50+ sheets. The current workflow is to open a tab per unprepared sheet, split or no split as needed, and close the tab. You'd need to watch out for multiple users preparing the same sheet, but it's not as risky as two people georeferencing at the same time. Maybe just alert each user that the sheet is being prepared. They can refresh the page and undo the preparation as needed.
