Google Cloud Buckets can be configured to do compression, so this might not even be the job of the Bazel. Certainly before changing ORFS/OpenROAD, we should try to find out...

I take as a default I assume that it is unecessary to add compression to ORFS and that the job of ORFS is to enable existing compression(whereever it comes from)...
