Update for elm-0.19.X

I've just published a plugin that's compatible with fisher 4 and elm 0.19, it's at TSFoster/fish-elm-completion.

@ohanhi I started by thinking I'd create a PR, but quickly realised that the removal of packages.elm-lang.org/new-packages, the requirements of fisher 4 and the changes to the elm CLI between 0.18 and 0.19 meant that it was basically a complete rewrite.
