I believe the templateURL doesn't have the latest changes of master branch. There's no SlackOAuthAccessToken or SlackBotUserOAuthAccessToken.

Yes, it looks like the zip is outdated as well.

Also, the template does not have the Slack channel variable. It is missing SLACK_CHANNEL: !Ref SlackChannel at Resources.Notifier.Properties.Environment.Variables
