Convert forecast times to UTC

The forecast dates/times should be UTC formatted

@balzer82 Could you maybe regenerate the csv using utc dates? That seems like the easiest option without introducing much of an overhead in the future.

more specifically move everything back two hours (currently).

Hm. Sometimes it is -1h because of summer and winter time. How to solve?

adjust your python to use utc everywhere and regenerate the data? is that possible?
