Refactoring

refactors common parts of old and new PG so we can have a command line tool and maintain the common parts

could we spell out PG->ProjectGenerator in the file and folder names? I think there's little need for the abbreviations (As those paths are probably only going to be used in code), and it would make the repo structure more understandable.
