Rename `rpm` of `PolynomialCompressor` to `frequency`

This issue is discovered with the the changes implemented in #823, the name rpm implies the unit of the specification (which seemed useful when the component was first introduced). With the unit framework in place now, allowing unit conversions for this parameter is very reasonable!
