DNS failover is NOT a non-standard DNS feature. It may not be used in many HTTP instances, but assuming that DNS failover is not used is very very wrong.
btw. I haven't seen a single of the large providers supporting DNS failover. They build with BGP and IP anycast instead, something that is very costly for smaller entities.
