Add test to use .ipfs/config defined in IPFS_PATH

In #153 we fixed the issue of the IPFS_PATH not being considered. This has since been fixed but a test should be written that tries the scenarios of the variable being defined and the one where if not, the ~/.ipfs/config file is used.
