web medal distribution and leader-board per coutry

This is probably information that a lot of people wants knowing where you are in your country/geographical area and know who are the "Top guns" of your country

geo data is already available by country this is just a different calculation

This is doable, but the country data is self-reported via Steam profiles and users are free to change it anytime. Making leaderboards might prompt users to change their countries just so they can be at the top spot on some less popular countries.

I never thought it would be "cheating proof" You just have to believe that the amount of people that will do that are relatively small to the millions of players
