[ADD] event_registration_limit: added the new module event_registratration_limit

-> the event_registration_limit module makes the ticket per registration limited. -> added the default ticket per registration field where the ticket per registration value can be added. -> the default ticket per registration value will be 9 if there is no value for the field.
