[ADD] sale_discount_value_update: Added module for sale_management

Currently, in the sale_management module, when a global discount line is added and changes are made to order lines, such as altering the price, quantity, or product, the discount line does not update accordingly.

This change introduces a new module, sale_discount_value_update, which fixes this issue.
