odoo [FIX] l10n_cl: changes to account tags

Changes needed for compatibility with F29 changes. Changes in user type for advance accounts.

@fvz-odoo and @jco-odoo these changes are the same we recently made in Odoo 16, applied in a different manner to Odoo 15. This PR should go together with https://github.com/odoo/enterprise/pull/55806

At the same time, since it is a minor change, here I applied the same changes made for 16.0 in https://github.com/odoo/odoo/pull/152628

I just tested this an it is still failing... When I invoice a service it is still being handled as exempt, could you please check? This is the runbor I used, in case you want to check the tests I did. https://57706128-15-0-all.runbot159.odoo.com/

@fvz-odoo there was a missing tag not defined in https://github.com/odoo/enterprise/pull/55806 I also took the chance to fix some slight details to fiscal position and so on
