[IMP] surveys: full rewrite/rework on time_random to focus on Questions

The current time_random.rst is wildly incomplete -- and since there isn't a doc dedicated to Question creation and options, I am going to create one from scratch, and place it on this rst file, so as to maintain any previously-established links to this doc.
This is a complete rewrite and overhaul of the doc to focus solely on creating questions and all the possible options that go along with it.
