[IMP] accounting: updated foreign currency page

Foreign currency page was V13 only and outdated. Updated for V14.

@xpl-odoo Hi XPL, thanks for your comments. I'm fairly sure I addressed each and every of your comments, but I guess there was some misuse on my end and didn't force-push the updated .rst file. Probably forgot to commit. I'll do this later.

I redid the changes and checked the new commit, this time they are saved. Guess I did something wrong. Enjoy!
