[IMP] legal: german translation of enterprise agreement

Backporting of #1445

I added an updated German translation for the German enterprise agreement and I edited the main legal .rst to add the corresponding PDF file.

Hello @frfa1993 @odony :) I fixed the conflict in legal.rst (change to list-table), cleaned up a tiny bit the rst and fixed some headings anchors (ref links)

Can this be merged, Olivier?
