[IMP] accounting/avatax: update limitations for 18

Task: #4267998

This PR improves the Avatax documentation by modifying some of the listed limitations:

  • AvaTax is supported by POS
  • AvaTax can use the warehouse address (instead of the company address) if "Allow Ship Later" is enabled and used on an order.

Targets: 18.0 to master
