[IMP] accounting: l10n_mx rework & updates

After 16.4, the Mexican Localization received a rework that modified nearly all of their main functional processes.

After months of fixes & improvements, all old and new features are ready to be documented, adding information obtained by forum entries and the help of the Mexico Office consultants & support.

Still a WIP.
