Tables: Missing Top Toolbar

The top toolbar is missing from most Tables screens, causing test failures.

There has been a reported anomaly in the user interface of Tables screens. The top toolbar is absent from the majority of screens, resulting in the failure of numerous automated tests. It is recommended that a comprehensive comparison be conducted between the previous and current versions of the Tables UI.
