Improve access to documentation sidebar

The side menu for the ODK-X docs doesn't scroll with the page, doesn't have its own scrollbar and with this behavior, the menu items are not shown. This can make it difficult for users to use the documentation or access the documentation pages easily. If this issue is approved, I'd like to work on it. @elmps2018, kindly review and let me know if this issue is approved.

I think you should go ahead and turn in your work till @elmps2018 gets to approve it.

Hi @Goodiec! So for me the side menu does scroll and show menu items in Chrome. In fact, your video shows it scrolling. Could you explain a bit more about the issue?

It doesn't scroll to show all the menu items, when I click on a particular menu item, depending on it's position, part of the sidebar is hidden like in the video. At first it was showing just the top ones and when I clicked on a menu item at the bottom, the top items were no longer accessible.

@Goodiec thanks for following up! I am not able to replicate this myself, as it scrolls fully. @wbrunette can you replicate scrolling issues?
