vane-enchantments: Fix french translation version

This plugin is currently at version 4, having version 5 prevents it from loading:

[vane-enchantments]: This language file is for a future version of vane-enchantments.
[vane-enchantments]: Please use the correct file for this version, or use an officially
[vane-enchantments]: supported language file.
[vane-enchantments]: Invalid localization file. Shutting down.

Oh thanks for noticing. Unfortunately instead of downgrading fr-fr to 4 we need to upgrade every other language yaml file to version: 5 and also set lang_version = 5 in Enchantments.java.

Otherwise the folks who use the old version 4 of fr-fr will not get the updated file. Admittedly, the current system is unnecessarily convoluted 😅
