new item: rotation something something

Not sure on this one, but for building it might be nice to be able to rotate blocks after they have been placed. But I don't want to spam useless items, so i'm not sure whether this one is a good idea. Putting it out here for discussion.

I currently use datapacks for this from vanilla tweaks, but was planning on migrating it to PaperTweaks given the performance implications.

I find them handy, and often use the 'cycler' tool in world edit on creative builds to rotate rails to illegal positions for diagonal rails in a pinch, or for advanced terracotta designs.

They can also be useful in redstone, as placing pistons, hoppers, observers, droppers and dispensers the correct way can be annoying.

Okay if it's more than rotation I think an item is warranted. What we need is a "Multitool" pendant to the File, which has all of those modes. Should be doable.
