I spent some time on this but might put it in the back burner for a bit. In summary, yarn test:wpt runs fine in my local machine using the same Browserstack credentials as GH Actions. I noticed different output when generating the MANIFEST.json file, so we will need to debug the issue in GH Actions itself.

Okay, that's fine -- it doesn't have to be a top priority right now, but also I think it's something we should fix eventually.
