Monitor btrfs metadata space

It's possible to run out of metadata space on btrfs even when there's still plenty of data space. When this happens, it may be possible to rebalance to move some of the space to metadata, but sometimes it says there isn't enough free space to run a rebalance!

Monitor the metadata partition and prune/rebalance when that gets low too.
