Add Helm Chart

There was a previous issue ( #16) and PR ( #17) to add a helm chart for kube-scan. It looks like this was never completed or rewrote. Therefore I've written a quick Helm Chart for configuration using Helm.

As we only lightly use kube-scan, let me know if I've missed any configurability. Also happy to document the values file if you need :)
