Make the documentation usable.

I'm not sure who did the release, but:

• There is no documentation index
• There is no changelog
• Only the dev documentation is available !

We have fixed the index and documentation, but I still don't know how to add non-dev versions.

There are directories in ocsigen.org-data, but they are ignored. It may be related to the fact that I tagged 0.99 as v0.99, as GitHub suggested (but unlike we do for the other projects). But I can't find the code that reads the versions. Any ideas?

Same problem with Ocsigen Toolkit.
