Add mapper `#37` MAPPER_GG_Super_GG_18_in_1_FFF8_FFFE for "Super GG 18 [Nettou Samurai] (Unl)"

I've been calling it "Super GG 18 in 1 [Nettou Samurai] (Unl)" but the actual names are different:

SUPER GG 18 IN 1 [cartridge label] G.G. 18 IN 1 [menu heading]

It is a 2MB ROM containing 18 games: GG Samurai Spirits, Bishoujo Senshi Sailor Moon S, Kenyuu Densetsu Yaiba, Woody Pop, Columns, and Pengu; and SMS Ghost House, Satellite-7, Astro Flash, Machine Gun Joe, Seishun Scandal, Spy vs. Spy, Great Soccer, Hang On, Great Baseball, Teddy Boy Blues, Pit Pot, and Super Tennis.

Dumping steps: write 0xFFFE=0x01, the 0xFFF8 value for one of the menu items, and 0xFFFE=0x01 again, then do a normal Sega-mapper dump. Disconnect and reconnect the cartridge between games.

All the 32KB games seem to be modified, typically to remove copyright and/or authorship information. The 512KB games are unmodified compared to official releases, though.

The SL-GG36-3 marking on the back of the PCB is at least suggestive of a connection with a 36-in-1 multi, as is some of the unused menu data in the ROM.

The menu data also contains some remnants of Exerion, a menu for a 20-in-1 collection, and part of a menu for a 36-in-1 collection.

I have not found a way to change the mapped region again after having done so once other than power-cycling the cartridge.

I also don't know how it decides whether to run a game in SMS-GG mode.
