fix: dont duplicate README blocks for CRLF

I encountered https://github.com/oclif/dev-cli/issues/107 and saw that there was already a proposed fix from @yippie for it. The change seemed to fix the issue for me, so I figured I'd make a PR for it

Looks like some CircleCI jobs are failing with no valid OpenPGP data found, but I'm not sure what's wrong. Is it expecting my commit to have been signed with PGP? I'm not too familiar

@RasPhilCo Are you able to advise what CircleCI doesn't like with @Dylanlan's PR? This is an excruciating issue for my team so having this PR merged would be really great.
