executing buildah in k8s cluster

Description

As part of work for the ocibuilder operator #32, we need to make sure that buildah builds can execute successfully in kubernetes.

Task(s)

  • [ ] create an example deployment to run ocictl image in cluster
  • [ ] execute a very simple build successfully within container
