Proposal "Data Mare" got the wrong Earmark

Challenge:

Proposal Data Mare is a SECOND TIME proposal.

In Airtable it is marked GENERAL (though I was under the impression we made the assignment of 2nd/3rd time Earmark automatic, no reason for it not to be imo).

In PEARL, in return, it is displayed as "NEW OUTREACH", so a third version of Earmark.
