Improve OceanDAO Portal: Signal Portal Admin Reaction to Discourse/Port better

Challenge:

We have certain templates to react to the submission of either new projects or proposal updates (deliverables).

While having posted these manually in port/discourse before, we can now send feedback directly from within Portal when deliverables (completed) are submitted, in order to have them "accepted", in order to create the next proposal for the next round.

Factored in as selectable presets/templates as an Admin in Portal when reviewing deliverables.

Could save time and improve consistency of feedback.
