[Feature]: Support applying for sensitive column permissions and view the plaintext of the column

I am admin of the project and I create some sensitive columns to protect data. But, when I add these columns to sensitive column, then I cannot view the plaintext of them.

Describe the solution you'd like

Support common user apply for sensitive column permissions. And, make uses who have the access permissions of sensitive columns can view the plaintext of sesitive column.
