Introduce `CArray.to_string`

An attempt to fix https://github.com/ocamllabs/ocaml-ctypes/issues/572

Used https://github.com/ocamllabs/ocaml-ctypes/pull/562 and https://github.com/ocamllabs/ocaml-ctypes/pull/563 for the reference.

Please fix the documentation to mention whether terminating null bytes are added or chopped off.
