opam install doesn't upgrade the system switch

I had the default system switch with 4.14.1, upgraded my system ocaml compiler to 4.14.2, and then did an opam install which failed to upgrade the compiler package. Doing an opam upgrade fixed this (cc @kit-ty-kate).
