Orphan packages

Hello,

Some packages have no active maintener anymore. A notion of orphan package could be nice with

  • A way for current maintener to transfer the github (or alike) permission to opam
  • and then managing an adoption procedure could be nice.
  • the indication of a package to be orphan (and for how long) when doing opam search would encourage adoption and would also be helpful when choosing what to install.
  • there should also be a web page listing orphan packages with a form to propose adoption for himself or others.
