obi-buildkite should push the results of a repo gc

obi-buildkite index will delete unused metadata files in the builds branch, but the scripts in .buildkite do not currently push this GC back to the upstream obi-logs repository. This is necessary to ensure that the builds branch stays a reasonable size.
