Send emails for comments

When a comment is made on a package, the uploader and/or the package maintainer (the authors if no package maintainer is declared) should be notified by email. I believe this should be the default with an opt out possibility (printed at the bottom of each email). The reason is that, without this feature, one is likely to miss comments made by people on our packages since it requires going to the site and browsing the packages one by one.

BTW, there is no real risk of spamming people using this feature since one needs to be logged in to post comments.

I see your point, but I am thinking of a kind of "flexible" way to do that. I do prefer to have a RSS feed than an email, e.g.
