Test on Emacs 28.1

Right now the Emacs CI parts are only run on 27.2 and a development snapshot (PR #1454).

(It's never clear to me whether I should open an issue to accompany a pull request, but I suppose it can't hurt to avoid it getting overlooked. This one is a near-trivial change in any case.)
