Create better separation between rapid-router and codeforlife-portal to remove circular dependencies

So that RR can be run on its own, and to make the local setup process simpler. This should be done in a similar way to how Django apps are generally segregated.

Definitely still ongoing, just a very slow burn. We could definitely make this into an Epic and then create subtasks, we'd need investigation to figure out how much is left to fix and then figure out the tasks for it.
